Clara Luz Álvarez González de Castilla

Ms. Álvarez obtained her law degree from Universidad de las Americas Puebla (UDLAP), a Master in Comparative Jurisprudence from New York University, as well as a Master and a Doctorate degrees with honors from Universidad Panamericana.  
 
Currently, she is Member of the Advisory Council of the Federal Telecommunications Commission (COFETEL, by its acronym in Spanish), Member of the Americas Information and Communications Research Network (ACORN), Rapporteur of the International Telecommunication Union for the study question of access to information and communication technologies by persons with disabilities. Ms. Álvarez received as well the recognition in level I of Mexico´s National System of Researchers.  
 
Ms. Álvarez has worked as a Commissioner of COFETEL, where she additionally was head of the Legal Affairs Unit. She was General Counsel of the UDLAP and she was in charge of the legal area of Oracle Mexico. In addition, she was Associate Attorney of prestigious law firms in Mexico, as well as Judicial Officer in the Third District Court in the State of Puebla and meritorious in local courts of the city of Puebla.  
 
She has published the books "Internet and Fundamental Rights" (2011), as well as "Telecommunications Law" (2008), several chapters in books and numerous articles in refereed journals. She has been Professor of Telecommunications Law and Administrative Law in the following universities: National Autonomous University of Mexico (UNAM, by its acronym in Spanish), Universidad Anáhuac, Universidad Panamericana, ITAM and UDLAP. She is also Coordinator and Speaker of the Telecommunications Law Seminar at the Institute of Legal Research of UNAM.
